Who asks you to bid
Framework questions, method statements, a consistent story.
Public buyers are government departments, councils, the NHS and universities. They buy a lot of consultancy through frameworks, approved routes that save them running a full tender every time, and they advertise other work on official listing sites. Private buyers usually send their request for proposal straight to you.
Professional services bids turn on three things: your method, your people and your track record. Buyers want method statements, named people and their CVs, relevant case studies and references, and the same questions come up on nearly every bid. Reusing a weak or out-of-date answer, or missing a deadline, costs real work.
Most small and mid size firms write bids between client work. One place to keep the strongest answers, and to reuse them, is what lets a small team bid for everything that fits.

How Velstrian Bid helps
From notice to a consistent, evidenced proposal.
One place to find the work, write the proposal and reuse your strongest method and team answers, for a firm where the person writing the bid is usually also doing the work.
-
Find the work that fits.
New public contracts arrive every morning, already matched to the services you offer and the places you cover. A private client sent you a request for proposal? Upload it.
-
Answer from what you already have.
Each answer is drafted from your past proposals, method statements, case studies and CVs, so your approach reads the same across every bid. You review every one.
-
Keep the claims true.
Every figure and date has to come from your own records before an answer is shown, so nothing is made up. Where AI helped write an answer, it says so, which public buyers now expect.
-
Prove what you delivered.
After you win, keep proof of each commitment you made, ready for the buyer's reviews.
For when you need it
The rules and words, explained.
You do not need any of this to start. Open a line when a rule or a word comes up in a tender.
Where public contracts come from
Public buyers must advertise most contracts on official listing sites. Velstrian Bid reads Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED every morning at 06:00 UTC and names the site on every notice. Canada, US federal and World Bank notices are available per organisation on request. Private clients rarely advertise, so you upload the tender they send you.
Public buying frameworks
Much public consultancy work is bought through frameworks, approved routes a buyer can purchase from without running a full tender each time. The Crown Commercial Service runs several, including the Management Consultancy framework. Each has its own questionnaire and rules, and most run through e-sourcing portals, the buyer's online tender websites.
What buyers ask for
Professional services tenders usually turn on your method, your team and your track record. Buyers ask for method statements, named people and their CVs, relevant case studies and references, and your approach to quality and risk. The same questions come up again and again, so a consistent, evidenced answer saves real time.
CPV codes
A CPV code is the standard number a public buyer uses to label what it is buying, for example a code for consultancy or professional services. You can filter the morning feed by CPV code, region and contract value, so only the work you can deliver reaches your list.
Social value
Social value is the extra good your firm does, such as local jobs, skills, spend with small firms and lower carbon. PPN 026, the next edition of the Social Value Model, was published on 5 August 2026 and applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. Central government buyers score it under PPN 026, and other public bodies often use their own policy. Velstrian Bid adds up the figures in code from a curated library of measures aligned to National TOMs conventions (Themes, Outcomes and Measures, a UK way of counting social value).
PPN 017 and AI
PPN 017 is the government's guidance on being open about AI in bids. Velstrian adds a short note to every answer drafted with AI saying AI helped, and a person approves it before it is sent.
Questions
Professional services bidding, answered.
Can I use Velstrian Bid for private consultancy proposals?
Yes. Private clients usually send their request for proposal straight to you. Upload it, and Velstrian Bid drafts the answers from your own documents in the same way as for a public tender.
Which public frameworks does Velstrian Bid help me bid for?
Velstrian Bid reads the public tenders and framework opportunities published on the official listing sites, including work bought through Crown Commercial Service frameworks such as Management Consultancy. You filter by CPV code (the buyer's standard label for the type of work), region and value.
How does Velstrian Bid keep my method and team answers consistent?
It drafts each answer from your own proposals, method statements, CVs and case studies, and keeps your strongest answers in your Answer library so your approach reads the same across every bid. You review and approve every answer before it goes.
Does social value apply to professional services bids?
Often. Central government buyers score social value under PPN 026, which applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. Other public bodies frequently ask about it under their own policy. Velstrian Bid works out the figures in code and drafts the words from your own records.
